Kalbas, Inc. dba Unbank operated cryptocurrency kiosks in Ohio without ever holding a money transmitter license, in violation of R.C. 1315.02(A). Respondent ceased all Ohio money transmission activity on October 18, 2023 by deactivating all kiosks, and simultaneously applied for an Ohio money transmitter license. Paid $10,000 civil penalty. (resolved); Consent Order for unlicensed money transmission in Connecticut since at least 2019. Kalbas operated a virtual currency kiosk without required money transmission licensure, resulting in consumer funds being used to purchase and transmit virtual currency to third parties. Paid $50,000 civil penalty, $6,375 in back licensing fees, and $17,860 consumer restitution. License application allowed to proceed. (resolved).
