Wyoming Bitcoin ATM Regulations

Wyoming combines a general Money Transmitters Act with separate digital asset custody, SPDI, and sandbox frameworks, but it has not enacted a Bitcoin ATM-specific statute.

Licensing Requirements

Wyoming’s Division of Banking publishes application forms, licensee lists, and statutory materials for money transmitters under Title 40, Chapter 22.

Wyoming is especially notable for its broader digital asset policy work, including special-purpose depository institutions, digital asset statutes, and a fintech sandbox.

Even so, ordinary money transmission activity still runs through Wyoming’s general money transmitter licensing framework rather than a Bitcoin ATM-only law.

Federal Requirements

Federal rules still matter even where a state has no Bitcoin ATM-specific statute.

  • Register with FinCEN as a money services business when required by federal law.
  • Maintain a written anti-money-laundering program, designate a compliance officer, and train kiosk support staff.
  • Use customer identification, sanctions screening, and scam-escalation procedures sized to transaction risk.
  • File Suspicious Activity Reports and Currency Transaction Reports when thresholds or facts require them.

Consumer Protection Resources

Wyoming Division of Banking is the main public contact for scam complaints and consumer questions in Wyoming.

Consumers can start with Wyoming Division of Banking or call (307) 777-7797.

  • Wyoming investigates complaints involving money transmitters and other non-depository financial services providers.
  • Consumers should verify a provider through NMLS before using a kiosk or hosted service.
  • Preserve receipts, wallet addresses, and any QR codes if you suspect fraud.

Operator Requirements

Wyoming’s crypto-friendly reputation does not remove money transmitter licensing questions for kiosk operators.

  • Traditional money transmission still follows Wyoming’s Money Transmitters Act.
  • Sandbox participation is optional, limited, and intended for testing innovative products.
  • Separate digital asset custody and SPDI frameworks do not automatically authorize public kiosk operations.
